RTS Regions

I've been developing a real-time strategy game that requires regions in the Risk-style sense of the word, if that makes any sense. For this, I need some way to depict borders on terrain, as well as a some way to select such a region via mouse click. I was wondering what the best way to go about doing this might be, a mesh of some sort for the raycast I'd guess.

If so, I'd like to ask if anyone has a good idea for making the process less painful in terms of perhaps an editor feature so laying out the "regions" could be faster. Hope I explained that well enough, any code would be appreciated and thanks in advance!

I'd suggest breaking this down in to small baby steps... It's a pretty big answer you're looking for haha.

I suppose so, but the real problem I'm facing is where I should start. Does the mesh idea seem reasonable. As a side note, excuse me, I just accidentally posted this comment as an answer (I was using a phone, so the formatting was strange).
