What is the expected behaviour when building android projects with "Scenes In Build" empty ?

I found a very strange behavior in building android project. When building an android project with the "Scenes In Build" setting to empty , there still will be scenes when running this project on an android mobile phone. Shouldn't it be none scenes? Besides, I found this built-scene act different in different devices, seems it has different versions in the apk, and runs with a random version in different deveices alt text .
