How do I get the smooth terrain tool to work?
When crafting terrain, the "smooth height" tool doesn't smooth the terrain. I can crank the brush opacity to the highest value of 100 and rub it over my terrain for an hour, and I only have the slightest bit of change. I have rough edges slightly wear down like I was rubbing it with sandpaper, but I can't get the actual shape of the geometry to change. The only effect it does have is with the edges of the terrain which get dramatically pushed toward zero. This suggests to me that the brush somehow isn't sampling the whole brush area or even the center of the brush, but is just smoothing each vertex according to its direct neighbor.
Is there some setting I need to adjust? How do I get the tool to sample the whole area of the brush?
