Unity 2019.1 missing dll and package manager

Question

I'm getting this error on a fresh install of Unity 2019.1 in a new project.

 Copying assembly from 'Temp/Unity.TextMeshPro.dll' to 'Library/ScriptAssemblies/Unity.TextMeshPro.dll' failed

I found other topics on this and they said to delete the TextMeshPro from the package manager, only there is no package manager! Also, I love TMP!

What can I do here?
