Make an overlay game on PC (a game as an overlay of an other game for example)

Hello everyone,

I'd like to create a game that is an overlay when you are on your computer. It is hard to explain so I'll give an example.

Let's say I'm watching Netflix. I'd like to open this game and see it in the corner for example, while I'm watching Netflix. It's like having a transparent game and the background is just my normal screen.

Do you know how can I achieve it?
