Package Manager meta files error on installing a package

So I upgraded to the newest Unity (2021) from 2020 to work on a new project and discovered that some of the packages installed with package manager simply won't be found by Unity. Later I've tried installing package by package on a empty project and the problem persists. It's very strange since this isn't happening on my partner's machine, only in mine.
What seems to be the problem is that Package Manager, on my machine, is downloading files with either .meta files without valid GUIDs or no .meta files whatsoever. It does not happen only o probuilder, it happens on all sorts of packages.
What is going on? What should I do?
