Does it cost money to publish your game to the google market? Can i have my game on my phone, without publishing to the market for free?
Simply having on your phone is going to be a little more difficult to reach worldwide sales. That is all.

Yes and yes.
To publish to the Google Play store you must be a Google-registered developer (around £25 per year)
To put a game on your own phone (or your mum's/mate's/boyfriend's), just compile and copy the .APK across.

An .AP$$anonymous$$ is a compiled Android application file (if you're familiar with Windows, think of it as equivalent to an. EXE file), that contains everything needed to run your game. It's what unity produces when you build an Android project, so you just copy it to your phone and run it.
Err... what? You don't have any special controls to publish your game.
