Moving 2 objects as 1 object,Binding 2 objects together

So I have 2 objects and one is the parent of another yet the child does not move when the parent does. I know that using rigid bodies and joints can act the same way but when I tried that it too did not work.

I'm looking for any form of help at this point if you need any more details on the project I have I can give the necessary details.
