I have same problem, and I already tried following this stuff and it works.
1. First, Install python 2.7
https://www.python.org/downloads/release/python-2718/ (choose : macOS 64-bit installer)
2. Create Class like this, put on folder "Assets > Editor > PreBuildProcessing.cs"

using UnityEditor.Build.Reporting;

3. and try to build

Macbook M1 Pro (macOS Monterey 12.3)
