Baking a spot light is lightmapping a mesh which wasn't set on the same layer as the light's culling mask ?!

I have two meshes in my scene that have different layers. Also, I have two spot lights and I am using them to these two meshes. One spot light has its culling mask set to the layer of one of the meshes and the other spotlight's culling mask is set to the layer of the other mesh. The problem is that when I baked only one spot light the other mesh which had a different layer was affected two. I had enabled only one of the spot light's and this spot light had its culling mask set to one layer and not both of the layers. I thought that only the mesh with the same layer as the spotlight was going to bake. Has anyone any idea why is this happening ? Is there a way how can I bake two spotlights each of the light lightmapping only one mesh and not affecting other meshes ?
