AAB file isn't compatible with Android 11+

Hi,

problem is that Google Play indicates that AAB application is not compatible with Android 11 and show warning 'Your device isn't compatible with this version' in Google

We are using newest versions of NDK, SDK etc. Newest Unity, empty project. We select all required options to make aab file. We target 30API, minimum 22 (Tried every version). Google accepts aab file and lets publish it but android 11+ still isn't compatible.

What else can it be
