Does anyone have an algorithm for creating a sphere proceduraly where you can set the subdivision level and the radius? Preferably in C#

Yes.
But this is not a site to ask for scripts and just grab the work others have done. This is a site for specific questions, and problems with your existing code, and the answers are supposed to help you in your effort to learn how to program your scripts.
Go to the forum, search the wiki, or google for the code.
Or learn how to write code like that on your own, which would obviously have the most benefit for you.
