What are the IP ranges used by the domains that the Package Manager reaches out to?
The Unity Manual, under Network issues for troubleshooting packages docs.unity3d.com/Manual/upm-network.html, lists a few domain names that must be whitelisted. My IT Security team asked me to get the IP ranges that these names use since just using the name is not going to work for us. I haven't been able to find these anywhere.
Does anyone know what the ranges are for these domain names?

Your question most likely can't be answered. We generally use domain names since IP addresses represent a dynamical addressing system. There are more or less three possible cases for any of the domain names:
either Unity actually has a fix IP address associated with a domain name and it never changes
Unity might have some sort of load balancing system in place and depending on where you are located your DNS service might hand out different IPs for different regions.
The IPs are essentially dynamically aquired from the ISP and connected with the domain name. In this case you most likely can't give a certain range since the ISP can hand out IPs from a large range.
Though most companies usually pay for fix IP addresses. So if you want to know them, just do a DNS lookup. If you don't know how, here are the IPv4 IPs from my place (in germany):
packages.unity.com - 35.238.21.138 (alias packages-v2.unity.com)
download.packages.unity.com - 35.238.21.138
dl.bintray.com - 35.158.208.55
api.bintray.com - 75.126.118.184 (alias bintray.com)
akamai.bintray.com - 23.209.71.201
