GetPixel(x,y) within .shader? HLSL get color from texUV coordinates?

I have a graph encoded into a Texture2D, which i wish to display in a shader so that i can pan an zoom in the graph without rewritng many Texture2D files

I need to access precise pixels of the texture from within the fragment code or something. What kind of shader would aldready have an example of that? can you please give me the syntax i can use and the method that it's in?
