Change the .Net Framework in Visual Studio 2017 and open CSPROJ file

Please guys, I have been looking for all sort of tutorials but I don't have the same windows when I click on Properties on the Project folder name ! How can I change the .Net Framework in Visual studio 2017 ? Please Help!! Check the picture! I am going crazy with this. Also I can't open the Csproj file ! how can I do it ?
