GPG dll not found exception Google Services

I am using the google services with the unity plugin and I keep getting GPG DLL not found excetion- Couldn't open LibGPG. so I read somewhere in an old thread to set a static reference in the Android folder, but this has been cancelled or moved somewhere with the latest update.
