How to make a Launcher Screen Window like Warframe with Unity or other supported softwares?

I am making a game and I really find the Warframe Launcher Screen appealing. Here's an example: https://youtu.be/NWn0W9XLuLA?t=157

Please note I just want a launcher and not use it for any other purpose except to click on play and it starts the main game.
