Simple UI Circle breaks batching

The Hierarchy was the issue, the base and the outline where grouped under one GameObject, after assigning all bases and all outlines to a separate Parent, the batching worked!
I need to draw many influence circles on a map, the base is a UI circle(From Unity UIExtensions) with a distortion shader.
When I draw just these circles, batching works fine, however, when I add another UICircle as an outline. The batching breaks, creating around 30 separate draw calls.
It does not matter what material I add to the outline, not only the circles get drawn separately, also the inside circle gets separate batches that worked before adding the outline.
any ideas?
