How to Manually Move the Camera Horizontally or Vertically? (2D, Parallax),

I want to manually move the camera so that I can check to see if my parallax effect is working on my 2d background. I saw a video in which someone would press the "Play" button, and then select their camera, and they had two lines that travelled like X and Y axis's. They were able to drag x axis line and the camera would move as well.

Here is what I am looking for essentially.
