Top Down 2D Game: Unpredictable behaviour with multiple lights

Thanks for reading. I’m new to lighting and getting some unpredictable behaviour when I try to use multiple lights in my scene. I’m trying to set up night missions, and have a spotlight coming from the character’s gun, and a point light with culling mask to illuminate the player.
When ever I add an additional light to represent a flare, the scene becomes abnormally bright. Also, the brightness is mainly coming from the spot light on the player's gun, rather than from the newly added light. I’ve posted pics of this, any help would be greatly appreciated.

Go to Quality Settings and increase your quality.
