Should I check if non static objects can be seen by my camera in order to not render them or would the process be too slow ?
I have many static and non static objects in my scent . it is a space sim so i may rotate 360 degrees on all axis very frequently.
I'm thinking that this would be very slow . so i am reluctant to try it at the moment.
I cant use occlusion in my scene due to the way my levels are set up. the static objects are not always visible or in the same location so if my ship were to fly into an occluded area i would not see the ship.
I'm not entirely sure I understand what you are trying to do. To me it seems you are talking about something that Unity already does for you.
Can you describe a scenario?

There's no need for you to do this - Unity only renders objects that can be seen by a camera.
