Unity 2019.4.18f1 - Android SDK does not include your Target SDK of 28
Using Android Studio I've installed Android SDK Platform 28, Sources for Android 28 and Android SDK Build-Tools 28.0.*. In Unity's project settings I have Minimum API Level and Target API Level set to Android 9.0 'Pie' (API Level 28). When I do Build and Run i get the following error:
I've power cycled my computer and the error persists. What's going on and how can this be fixed? Thanks!

Turns out to fix this you have to tell Unity to use the Android SDK from Android Studio instead of the one that ships with Unity by going to Preferences > External Tools.
