Buttons not highlighting while dragging

When I drag something across the buttons, the buttons below do not change to their highlighted state. However, their OnPointerEnter event is being called. When I drag using the right mouse button, the buttons get highlighted normally but when I drag using the left mouse button nothing happens. Any ideas why? Thanks.
