Do I need a Google Merchant account in order to implement the Unity In App Purchases for Google Play Store? I am asking this because in my country registration as a Google Payments Merchant is not supported. Also, I couldn't find the relevant information in the Unity IAP tutorials.

Yes. I think in order for you to use IAPs or sell your game or app on the Google Play store, you will need to set up a merchant account by entering your business information in the Google Payments Merchant Center.
