Raw terrain files. What program?

Question

I don't have photoshop and can't afford it. What 2D image program can I use to open .raw terrain heightmap files exported from Unity? (And in-turn export them from the program back into Unity?)

UFraw for Gimp doesn't work, and neither do any of the .raw import scripts I've used for Paint.NET.

Work for me, but the tga image is to dark. I am using GIMP.
