Image Based Reflection
I know this is not possible without DX 11 but there has to be some trick you can use to get the effect. In my level its raining so I need reflections to bounce off the concrete that has a glossy look to it. I have seen this trick used in GTA IV and thats running Direct X 9 so there must be a way.

Have you tried using a 'Reflection' type texture? It' not real, but it fakes it very nicely. Also, for that kind of thing specular shaders are usually pretty good.
