How can I create this particle effect

I have been trying to replicate this particle effect that moves with the mouse:

I have got close with the following settings

but i cant get the movement of the particles to be the same or to have to same intense white glow. Its like they have random direction from the center of the cursor but depending on the mouse speed its like they have spread out more instead of being clustered on the mouse (hard to explain).

Does anyone know how I would achieve this effect?
