can scroll view makes scroll other canvas?

Like RTS Game

I have UI Canvas that screen space with camera,

and have another BackGroundCanvas that contains field and Objects etc

I wanna make Scroll view to my UICanvas and makes screen scroll to move BackGroundCanvas

is it possible?

I tried many T&E to make that but I think I can't do that :(
