Skinned mesh renderer - bone count setting is ignored by Project Quality setting.
Project Quailty setting (bone weights) overwrites skinned mesh renderer bone count setting!
ex)
Skinned Mesh Renderer : Quailty = 4 Bones.
Project Settings/Quality : Skin Weights = 2Bones.
What I expect : 4Bones animation.
But, 2Bones animation shows!
(It worked as I expect on 5.6.x version. Now I'm using unity 2019.2.21f1.)
