Unity 2018.2.3f1 Failing to Work with Visual Studio 2017 or Code

I am having a really difficult time. At one point my intellisense worked correctly and my projects were fine. However when redownloading Unity and visual studio on my current laptop the two systems fail to work together. I have been trying to fix this for two days and decided I should have asked for help long ago.

I have repeatedly installed and uninstalled, tried different versions of both unity and visual studio, and I have followed most guides online. I am unsure of why it is happening and how to fix it.
