(WINDOWS_10) Cannot launch unity editor because unity package manager cannot start the server,(WINDOWS_10) Cannot launch unity editor because the unity package manager cant connect to the local server
Whenever I try to open a tutorial project file or a microgame or start my own project when I actually launch the editor from the unity hub the same Unity Package Manager error returns. 
This is my first time using unity and I have tried all of the fixes listed by @okcompute_unity at https://answers.unity.com/questions/1421638/i-keep-getting-an-error-regarding-the-unity-packag.html Also when I launch the UPM diagnostics tool It just returns with a report saying that nothing is wrong (Diagnostics report). I know that the latency checks have ! but the first times I ran the tool to try and fix this problem it always returned green ticks on every check. If anyone can help me fix this when they have a spare moment then that would be great. As I'm sure is similar for a lot of you I have an abundance of free time on my hands and I would love to explore this software. Hope You are all holding up well. Best wishes From Sean
