Weird Graphic Overlay Glitch

I am having huge graphic glitches. Image animations sequences are flickering with graphics of completely different animations. All 3D and motion graphics have a weird static overlay with text on the edges. Can someone help. Using an older version of unity for the UWP vuforia support. 2018.3.6. This issue does not happen in the editor but only in builds. It is not computer specific. alt text
