HDRP build error? Unity 2018.3.0f2, purple textures and VFX won't render

Hello! I am having issues building my game, when I go to build all textures are purple and my VFX graphs do not render. The device I am building to supports HDRP (GTX 1070) and the editor renders fine. http://www.hatebin.com/dsqdpfmcta I think it has something to do with the HDRP asset failing to serialize, but I have no clue how to fix this.
