Can't import in-app purchasing unity 2019.3.9f1, Installer says "enable the in-app" but it's all enable
Hello everyone, I've been stuck 3 days without any solution, I have searched in forums and nothing, the problem is that I can't import the package correctly, the libraries can't be found, so I can't add in-app purchases to my game, I have followed the unity guide documentation but nothing works, also tried on a empty project but can't get it work 
These are the following warnings/errors on empty project or the current project, no matters if I click cancel or install, it's the same
1-A meta data file (.meta) exists but its asset 'Packages/com.unity.purchasing/Editor/UnityEditor.Purchasing.dll' can't be found. When moving or deleting files outside of Unity, please ensure that the corresponding .meta file is moved or deleted along with it
2-Couldn't delete Packages/com.unity.purchasing/Editor/UnityEditor.Purchasing.dll.meta because it's in an immutable folder.
3-A meta data file (.meta) exists but its asset 'Packages/com.unity.purchasing/UnityEngine.Purchasing.dll' can't be found. When moving or deleting files outside of Unity, please ensure that the corresponding .meta file is moved or deleted along with it.

I also tried to delete the files manually but didn't works
