How do I connect to my PC's database through my Android game?

My PC's static IP address is 192.168.0.10, so I set my connection string with 'server=192.168.0.10' in it in my game. I did try to ping it from my phone and was successful. But I can't seem to access the database on my PC. I tried INSERT-ing rows with a tap of a button. Didn't work on my phone but it did in Unity's editor. Any ideas?
