What's a good voxel engine for a Dwarf Fortress-like game?

I want to make a colony management game similar to Dwarf Fortress, but none of the voxel engines I've looked at seem appropriate for what I need to do. Does anyone have any suggestions? Or is a voxel engine even the right tool for this task? Thanks for any help you' got.
