Tilemap focus problem

Hey guys. I'm working on a 2D project with Tilemaps. There are 2 tilemaps called Background and Foreground as shown in image 1. Problem is that when I choose background tilemap and change Focus On mode from None to Tilemap, all the common tiles between the two tilemaps, are overlapped by the Foreground tiles, shown in image 2. Whereas it should only show Background tiles. Any solutions will be appreciated.
