SteamVR 1.2.0 - only first two connected controllers give button input

We're using an older version of SteamVR, namely version 1.2.0. The Unity version is 2018.2.14f1. We're working on a VR project that should support up to 5 controllers (Vive Trackers). Connecting all 5 devices works fine and all connnected controllers have tracking in the scene. However, only the first 2 return reading from any button presses. This is the case no mather the controller type.
e.g.:
- the first two are Vive wands and the third a tracker. In that case the tracker only tracks but no button presses are registered.
- the first is a tracker and the second and third are Vive wands. The third vive wand will not show any button presses.

This issue has been tested with a clean Unity project with the SteamVR example scenes and once more with the most recent SteamVR version (v2). In all cases this seems to be the issue that only the first two controllers can actually register button presses.

Is there something we're not aware of or is this actually the way it is? Is it possible at all?
