Windows 7 64-bit - Crash on Startup

I get the hourglass as if its loading, but nothing happens after.

I've Disabled DEP, I've Ran as Admin, Ran in every compatability mode, Held alt after double click, And every single fix i could find on the internet.

I've checked both locations where logs are stored. The web player has no logs and the Appdata/Unity/'Editor' does not exist. I've re-installed about 6 times now 2 of which I disabled firewall and virus protector.
