Packages Missing/Not Up To date?

Brackey's video shows that he has 2D Animation updated to 2.0 whereas mine only goes to 1.06, his also has Development next to it. How are you supposed to access this? I've tried the beta he uses, the latest beta and even the 2019 alpha. I also can't get the PSD Importer, is there something else to enable to get access?
