making inactive characters in the scene
I am making a simple game where user can just navigate a 3d model that is created in 3d max. I want to know how simple crowds can be added. (People talking, sitting and few walking) to the scene. I will have no interaction between the player and the people around the scene. Is there a direct method to do in Unity 3d or I will need to creat low poly characters outside and export them with my model? Is there any example?

The easiest way is if you export the crowd objects as single objects (not the whole scene). That way you can place them anywhere you want them to. If the whole scene is like a big animation and there is no interaction with them you could also export everything including the animation itself and just make sure the animation component is set to play automatically. If the different crowds have to be animated/looped separately you could also export only parts of your model.
