How to make a "Cuphead" shader effect?
I am extremely confused as to how to create this effect. I would like to make an effect exactly like the one in Cuphead. It is the static/video effect that Disney had in the late 30's. If anyone has a free asset or a script they'd like to share, that would be extremely helpful. I have been stuck on this for months! I would also appreciate if it could be used for all the scenes.

I think you're talking about the scratches on the screen. These are a post-processing effects, they are placed on TOP of the screen, when the actual image is finished.
I didn't find one on the Asset's store, at least not a free one, maybe i mis-searched. But you could take a day or two to do it.
You'll have to create these semi-transparent scratch images and place them on the GUI, it's the most common solution. I use one for the sniper scope (a dark screen with a transparente circle on the middle).
