Hints on how to make a stretchy 3d arm

Hi all, So I'm making a fps game in which I want the player's arms to stretch foward in the direction of the mouse position. Imagine like Mr Fantastic or Elastic Girl from The Incredibles. I have been searching for hours now for where to start and I'm stumped. Any suggestions on what to look at/research? Thanks everyone!
