Can I legally use an asset in my app?
I know this probably already out there but I wanted to know if I buy a asset, am I allowed to use it on my app and publish it?
By "publishing", I mean can I use that asset when I make my app and it goes on the apple store?

Read the license
It depends on where you bought it. Read the license you have for the asset. DO NOT just use it because it's not pirated as there are many other reasons that you cannot legally use an asset!
It also depends heavily on your app's classification:
commercial?
personal?
educational?
open source project?
etc.
And what your app is:
game?
training tool?
arch vis?
etc.
