Package manager loading forever

Hi everyone ! I come to you because i can't find a real solution to my problem. My package manager is loading forever, but sometimes, I don't know why it loads, randomly and then i can use it properly. And if I come back like 2 hours later it won't work again. I even tried to open it in some project that already worked but same issue.
