You may be missing the android modules or other modules for unity, I got this error when I updated my project from 2018.2 to 2018.3 I hadn't installed 2018.3 using unity hub so I was unable to add modules. Instead I installed 2018.4 with ALL the modules offered and moved my project to that, all errors vanished @kuku37
