Allow … to access photos, media, and files on your device?
My game starts with the "Allow … to access photos, media, and files on your device?" panel, because later I need Write Permission (External) to allow the player to share an image. In some games this panel not starts at the beginning. It only shows up if the player starts to share. How I can achieve this too?

Well... you must implement in your code- if the player starts share-
and than you have an public gameobject with an Ui with gets activated and if you press allow it gets deactivated

if someone is searching for a solution to turn off this prompt when launching on a mobile, here is a link I found:
You can disable this behavior by putting on your Android manifest.xml (Plugins/Android folder) in launching activity:
<meta-data android:name="unityplayer.SkipPermissionsDialog" android:value="true" />
But keep in mind that it might stop seeing your obb altogether, so consider forcing all to internal storage: http://answers.unity.com/answers/1072807/view.html
