Is there an order in the "Layers" tab?

I have a layer that is used to make light sources and light obstacles. I have a GUI but it seems to be under the light sources and light obstacles layer, in other words, the GUI is always hidden behind the darkness is there any way to change the order? Note, my project is 2D, and I am not talking about sorting layers.
