Package manager not showing

Hi guys, When I opened the Package manager, it just showed up as a black screen. I can still move it around, but nothing more. I just upgraded to unity version 2019.4.16f1 because the asset store was stuck at 0% when downloading (which it still does) and because when I installed packages on the previous version, I got "Error code 7". Thanks in advance for any help.
