Does Unity Plus allow you to use shaders that unity gives (example, the toon shader), or full screen effects?
I'm thinking about upgrading, but I can't find out if Unity Plus has the toon shader or if it allows full screen effects. Any info would be helpful.

All versions of Unity (as of 5) have the same shader functionality. There is no reason a paid version of a program would have less features.
I am saying I would upgrade to get these features, not that I wouldn't upgrade because they don't exist in the better version, but do in $$anonymous$$e, just to clarify. I just got both full screen effects and toon shader in my free version, which I didn't know was possible, as all that I have read says that theses are locked to pro, but I guess that was outdated, thanks!
